Residents’ brownfields study
Brownfield Opportunity Areas
New York’s Brownfield Opportunity Area (BOA) program pays communities to plan the reuse of old factory, landfill and other vacant or contaminated land. Once the State designates an area, projects there get priority for State funding. This page maps the BOAs, and the State’s brownfield cleanup sites, in the Towns of Poughkeepsie, Hyde Park, Wappinger and LaGrange and the City of Poughkeepsie.

Housing potential
Plans already published for brownfield land here add up to about 1,180 to 1,330 homes: Hudson Heritage (750), Schatz (282) and Wappingers Falls (150 to 300). Another ≈590 homes could come from the sites marked “Possible” (DeLaval, Love Road and Nine Mall Plaza). The Ridge would add 198 homes on a wooded hillside.
Whether people can live on a cleaned-up site depends on the standard it was cleaned to. “Restricted residential” allows apartments and condominiums but not houses with private yards; a site cleaned only to “commercial” needs more work first. Unit and bedroom counts come from the published plans; where no plan exists, “our estimate” assumes 20 homes an acre, a typical density for garden and mid-rise apartments, and would depend on zoning and site layout.
About each area
Schatz BOA
The former Schatz Federal Bearings factory, an abandoned industrial site of about 20 acres on the line between the City and Town of Poughkeepsie. The County’s nomination study looks at a mixed-use redevelopment with up to 250 homes, shops and green space. The State designated it in September 2026.
Village of Wappingers Falls BOA
A 2013 State grant of about $333,000 paid for a plan to reuse former factory sites across about 640 acres with five brownfield sites. The 2019 nomination study includes concept plans for Upper West Main Street, the Village Center and the former Dutchess Bleachery, and a market analysis finding the Village could support 150 to 300 new homes over five to ten years. It has not been designated.
Burnett-Tucker BOA
The former VanDeWater landfill (operated 1948 to 1971) and the “former K-Mart site” at Route 44 and Burnett Boulevard and Tucker Drive: at least 20 parcels. The Town won a $252,000 State grant for a community plan and sought a consultant in January 2026. The Town calls it its “largest and most visible eyesore.”
