In November 2024, Resolution No. 2024189 was adopted to allocate $100,000 for consulting services to conduct a preliminary assessment and develop feasible solutions. In May 2025 the Legislature adopted Resolution No. 2025066 which authorized $378,750 for consultant services to perform detailed studies, engineering designs, purchase needed rights-of-way and prepared bid documents for the improvements. This work included preparation of the environmental assessment forms. The project was determined to be a SEQR Unlisted Action. SEQR Lead Agency notices were sent to interested and involved agencies on January 23, 2026, and after the thirty-day response period, no agency responded to challenge the County's intent to serve as Lead Agency. In cooperation with the County's consultant, the Department completed a Short Form Environmental Assessment Form (SEAF) which documented potential environmental impacts. In conjunction with our consultant, the Department has concluded that the Unlisted Action will have No Significant Adverse Environmental Impact. The SEQR Lead Agency Notice and SEAF are attached to this memo. The Department is seeking the Legislature's adoption of the County's Lead Agency status, and to adopt the Determination of No Significant Adverse Environmental Impact for the proposed project. 626 Dutchess Turnpike, Poughkeepsie, New York 12603 | (845) 486-2085 | www.dutchessny.gov FISCAL IMPACT STATEMENT • NO FISCAL IMPACT PROJECTED APPROPRIATION RESOLUTIONS (To be completed by requesting department) Total Current Year Cost $ Total Current Year Revenue $. and Source Source of County Funds (check one): • Existing Appropriations, •Contingency, •Transfer of Existing Appropriations, • Additional Appropriations, 2 Other (explain).
