This agreement was executed in 2023, with a contract term beginning November 1, 2023, and later amended to extend through August 31, 2025. The contract was established through a formal procurement process, including an RFP and all required supporting documentation. The project was designed to be completed in multiple phases. Phase 1, totaling $375,000, covered the purchase and initial transition of the St. Joseph's House property into a licensed recovery residence. Later phases were dependent on identifying and developing an additional site. Currently, Phases 2 and 3 are not expected to move forward. In March 2026, DMH was notified of the outstanding expense. Upon review, it was determined that there were no longer sufficient appropriations available to cover the cost. While the services were completed and the obligation remains valid under the contract, the expense was not carried forward. To meet the County's contractual obligations, DMH is requesting a 2026 budget amendment in the amount of $375,000 from the restricted opioid settlement fund balance to allow for payment of the outstanding invoice. We appreciate your consideration and respectfully request approval of this budget adjustment. 230 North Road, Poughkeepsie, New York 12601 | (845) 486-2700 | Fax: (845) 485-2759 dutchessny.gov FISCAL IMPACT STATEMENT NO FISCAL IMPACT PROJECTED APPROPRIATION RESOLUTIONS (To be completed by requesting department) Total Current Year Cost $ 375,000 Total Current Year Revenue $ 375,000 and Source Restricted Opioid Settlement Fund Balance - $375,000 Source of County Funds (check one): • Existing Appropriations, Contingency, • Transfer of Existing Appropriations, 2 Additional Appropriations, L] Other (explain).
