Resolution Request
March 24, 2026
Please find attached
a Resolution Request Form and Fiscal Impact Statement. The purpose of the
requested resolution is to obtain County consent to the issuance of Notes and Bonds in an aggregate
amount not to exceed $21,875,700 on behalf of Quaker Hill Water System (County Water District Zone of
Assessment U), Dutchess Estates Water (County Water District Zone of Assessment 029A&B), South Cross
Water (County Water District Zone of Assessment 030), and North Park Water (County Water District
Zone of Assessment 031). The purpose of the Notes and Bonds is to fund improvements to the Quaker
Hill Water System and provide an interconnection between the Quaker Hill Water and the Hyde Park
Regional Water Systems. The improvement will also provide an interconnection to the Dutchess Estates
and South Cross (Golden Meadows) communities, as well as allow for the connection of each property
along the route. This will provide a new water supply source for the Quaker Hill and Dutchess Estates
Water Systems to replace groundwater wells that have been impacted by PFAS and PFOS contamination,
and replace the water treatment facilities at Quaker Hill, South Cross and Dutchess Estates Water Systems,
which have been impacted by aging infrastructure.
Debt service on the Notes and Bonds will become a component of the County Service Fee payable by the
County to the Authority pursuant to the Service Agreement by and between the County on behalf of the
County Water District and the Dutchess County Water and Wastewater Authority, Dated June 1, 1998,
Amended and Twentieth Restatement as of December 1, 2025. The County will generate the revenues
necessary to pay this component of the Service Fee by levying benefit assessments against all properties
within the County Water District Zones of Assessments U, 029A&B, 030 and 031.
Included with the resolution request is Resolution2023110, which may provide guidance on previous
adopted resolutions of past requests.
