The New York State Department of Transportation (NYSDOT) has approved the Dutchess County Public Transit application for funding the "Dutchess County Express" bus service under CMAQ funds in the amount of $1,211,600. Funding will be used to provide a three-year pilot program to operate a limited-stop express bus service to Amazon, Walmart, and soon-to-be Frito-Lay facilities in East Fishkill. This pilot program will support the employees working at these companies with more direct service from residential areas to employment locations in a shorter time. The funding includes purchase of hybrid bus and bus shelter for this program. The service will be funded in the operational budget over a 3-year period. The program would not only benefit ridership but also contribute to the overall prosperity of Dutchess County. Of the total funding ($1,514,500), $1,211,600 will be Federal Funds, and $302,900 County Funds. The budget amendments for this resolution reflect the purchase of the bus and the shelter, and the associated revenue, which are necessary for the successful implementation of the transit program. The service is expected to begin the first week of January 2025; therefore, the personnel expense associated with the route and the offsetting grant revenue will be reflected in 2025 and for the next three years. This resolution will authorize the County Executive or her designee to submit applications, sign agreements and accept Federal Transit Administration funds which are essential to reducing the cost to taxpayers for the county transit system now and in the future.
