RESOLUTION NO. 2026115
RE: ESTABLISHING AN ANNUAL HOUSING ACCOUNTABILITY AND
IMPLEMENTATION FRAMEWORK
Legislators REDL, VALDÉS SMITH, ATKINS, MUNN, ALEXANDER, ARNOFF,
BRENDLI, DRAGO, GILES, KAUL, KEARNEY, LAWLER, SHAH and WINSBY offer the
following and move its immediate adoption:
WHEREAS, Dutchess County faces sustained housing affordability pressures as
evidenced by historically low vacancy rates and rising rents; and
WHEREAS, The 2024 Dutchess County Rental Housing Survey reports a countywide
market-rate vacancy rate of 1.6 percent, well below the five percent rate generally considered
indicative of a balanced rental market; and
WHEREAS, Average rents for market-rate units increased 6.4 percent and 11.1 percent in
2023 and 2024, respectively, with households requiring approximately $96,320 annually to
afford the average two-bedroom unit; and
WHEREAS, The Dutchess County Housing Needs Assessment (2022) identified supply
gaps across multiple income levels and demographic groups; and
WHEREAS, The County, New York State, local governments, and agencies they work
with collect substantial housing data annually and administer housing-related funding programs;
and
WHEREAS, Housing availability directly impacts workforce stability, economic
development, senior housing security, and overall community resilience; now, therefore, be it
RESOLVED, That the Department of Planning and Development, in coordination with
other relevant departments, shall prepare and submit an Annual Housing Progress Report to the
Dutchess County Legislature no later than September 1, beginning in 2027 and each year
thereafter; and be it further
RESOLVED, That the report shall bring together and synthesize data and analysis from
all available sources, including:
1. Existing housing data and trends such as: housing conditions, affordability trends,
construction trends, vacancy rates, demographic changes, housing assistance activity,
infrastructure constraints, and other relevant indicators;
2. Recommendations for future housing studies, analyses, or planning efforts that would
assist the County in addressing housing needs.
3. Measurable performance indicators and multi-year objectives to evaluate progress
(past, present, and future) toward identified housing needs.

and be it further
RESOLVED, that the report shall also identify any gaps in housing data that would be
valuable in measuring or addressing the housing crisis, propose ways to fill them, and estimate
any costs associated with that effort; and be it further
RESOLVED, That the report shall be posted on the county's website and be presented at
a public meeting of the appropriate committee of the Legislature, with opportunity for legislative
discussion and public comment; and be it further
