AMENDING THE 2024 ADOPTED COUNTY BUDGET AS IT PERTAINS TO CAPITAL PROJECT EA0582 AT THE HUDSON VALLEY REGIONAL AIRPORT

PUBLIC WORKS & CAPITAL PROJECTS RE: RESOLUTION NO. 2024193 AMENDING THE 2024 ADOPTED COUNTY BUDGET AS IT PERTAINS TO CAPITAL PROJECT EA0582 AT THE HUDSON VALLEY REGIONAL AIRPORT Legislators METZGER, POLASEK, GORMAN, D'AQUANNI, PAOLONI, VERSACI, and CASWELL offer the following and move its adoption: WHEREAS, this Legislature, by Resolution No. 2022031, authorized a Grant Agreement with New York State Department of Transportation for funding in connection with the design and construction of two operational supporting buildings at the Hudson Valley Regional Airport (the "Project"), and WHEREAS, of the total cost of the Project ($1,581,880), $1,423,692 or 90% would be contributed by the State and the County would contribute $158,188 or 10%, and WHEREAS, Resolution No. 2022031 authorized the Commissioner of Finance to establish a capital account for this Project to accept said funding and authorized the County Executive to sign the grant agreement and any other agreements related to the Project on behalf of the County, and WHEREAS, the Commissioner of Public Works advises that an additional $48,000 is needed to cover the Project's expenses for the County's PFOA/PFAS professional consultant to prepare two required Work Plans to meet New York State Department of Environmental Conservation ("NYSDEC"') requirements: an Interim Remedial Measures ('IRM") - Geotechnical Investigations Work Plan and an IRM - Construction Activities Work Plan, and WHEREAS, it is necessary to amend the 2024 Adopted County Budget to provide the additional funds to meet the County's obligation and pay these expenses, now therefore, be it RESOLVED, that the Commissioner of Finance is authorized, empowered and directed to amend the 2024 Adopted County Budget as follows: APPROPRIATIONS Increase EA0582.5610.4401.105 A.9950.9801 A.1990.4007 REVENUES Increase EA0582.5610.50310 CA-109-24 G-0103-E EMW/rw 10/01/2024 Fiscal Impact: See Attached.
