RE: RESOLUTION REQUEST - CAPITAL PROJECT H0629 AMENDMENT
PIN 8763.21 CULVERT L-20 REPLACEMENT, TITUSVILLE ROAD (CR 49)
TOWN OF LAGRANGE
The Department is requesting an amendment to capital project H0629 to increase the appropriations
to cover additional project expenses. Capital project H0629 was established via resolution no.
2023226 adopted in December 2023. Resolution no. 2023226 identified the project as a SEQR
Type I project, with no adverse environmental impacts. This resolution also authorized project
costs at $2,655, 100, with New York State grants (BridgeNY program) totaling $1,500,000. This
resulted in a net-to-county project cost of $1,155, 100.
A consultant was hired for $300,000 and began working on project design and permitting in 2024.
Upon completion of preliminary design in late 2025, the consultant advised that the construction
cost estimate was $2,640,000, and construction inspection was estimated at $396,000. With the
design consultant's fees factored in, the new estimated project cost was $3,336,000. This exceeded
the total project funding authorized via resolution no. 2023226 by $680,900.
In an effort to reduce project costs, the Department worked with the consultant to re-design the
project. The resulting effort yielded a new project cost of $3,140,000, which includes an increased
design fee of $380,000, a reduced construction cost estimate of $2,400,000 and a reduced
construction inspection estimate of $360,000. This revised design reduces the overall cost of the
project by approximately $220,000 from the original design.
The Department is seeking authorization to increase the project's appropriations by $484,900 to
fully fund the culvert replacement project. Since New York State grant funding is capped at
$1,500,000, the additional $484,900 would be an additional net-to-County expense. New York State
requires that the County commit to fully fund the project in order for them to continue to provide the
grant funding. Please let me know if you have any questions.
