Legislators METZGER, PAOLONI, D'AQUANNI, CASWELL, GORMAN, and VERSACI
offer the following and move its adoption:
WHEREAS, the Department of Public Works ("DPW") has advised that it has two anticipated
2026 Airport Capital Improvement Program ("ACIP") projects which require environmental studies, and
WHEREAS, DPW further advises that a Categorical Exclusion ("CATEX") level of National
Environmental Protection Act ('NEPA") review is applicable for an established list of actions that do
not, individually or cumulatively, have a significant impact on the environment, and
WHEREAS, DPW has identified the two 2026 ACIP projects needing CATEX review to be
performed by County consultants at a cost of $25,200: 1) Terminal Apron Expansion; and 2) Runway
15-33 Rehabilitation, and
WHEREAS, it is anticipated that upon completion of the Federal Aviation Administration
("FAA") grant application for the above ACIP projects, the County will receive 95% reimbursement of
this up-front cost of the CATEX review, which is anticipated to occur in late 2026, and
WHEREAS, it is necessary to amend the 2025 Adopted County Budget to provide funds to meet
the County's obligation and expenses related to the above ACIP projects, now therefore, be it

Additional Comments/Explanation:
A Categorical Exclusion (CATEX) level of NEPA review is applicable for an established list of actions that do not,
individually or cumulatively, have a significant impact on the environment. This review is needed to be performed by
County consultants at a cost of $25,200 for two, 2026 ACIP projects, those being: 1) Terminal Apron Expansion;
2) Runway 15-33 Rehabilitation.
It is anticipated that once the grant applications for the above ACIP projects are funded by the FAA, the County will
receive 95% reimbursement of this up-front cost of the CATEX review. This will mean that the County will be reimbursed
$23,940 in late 2026.

EXCLUSION (CATEX) LEVEL STUDIES FOR TWO 2026 FAA FUNDED PROJECTS
AT HUDSON VALLEY REGIONAL AIRPORT (HVRA)
Please find attached a Resolution Request form and Fiscal Impact Statement regarding the funding of
needed environmental studies for two anticipated 2026 FAA funded Airport Capital Improvement Program
(ACIP) projects.
A Categorical Exclusion (CATEX) level of NEPA review is applicable for an established list of actions that
do not, individually or cumulatively, have a significant impact on the environment. This review is needed
to be performed by County consultants at a cost of $25,200 for two, 2026 ACIP projects, those being:
1) Terminal Apron Expansion;
2) Runway 15-33 Rehabilitation.
It is anticipated that once the grant applications for the above ACIP projects are funded by the FAA, the
County will receive 95% reimbursement of this up-front cost of the CATEX review. This anticipated
reimbursement from the FAA/NYSDOT of $23,940 would occur in late 2026.
