*Does not include CARES 5311 funds that were transferred to 5307 urban accounts.
**Core Operating and Supportive Employment Services included as one funding source for payments in SFS
Remaining funds were calculated based on the original contract amount and all reported payments in the Statewide
Financial System (SFS) as of October 31, 2024. SFS is New York State's book of record, so documentation must be
provided if a discrepancy is identified which will be reviewed for approval by NYSDOT.
To access your remaining funds, please work with your NYSDOT PTB (Public Transportation Bureau) system
specialist to submit a Payment Request Form for each fund source as soon as possible. No changes to your previous
nancial reporting (ex. 17a, Annual Report) are required. An updated system specialist contact list is included in the
FY24-25 application materials to reflect recent changes to PTB staff assigned to work with transit operators.

COVID Funds
Your organization continues to be eligible to access remaining COVID funds from the CRRSAA, ARPA, and/or CARES
programs. These specialized 5311 programs still require an operating deficit but based upon the following - "Funds
available under the CARES Act, CRRSAA, and ARPA are available for all operating activities (net fare revenues) that
occur on or after January 20, 2020. 'This definition does not require other sources, such as the Statewide Mass
Transportation Operating Assistance program (STOA), to be considered for transit providers to access COVID
5311 2021-2023
As COVID funds must be spent in their entirety before accessing remaining 5311 2021-23 funding, NYSDOT is
extending the date for eligible reimbursements of 2021-2023 funds for all expenses occurring on or before December
31, 2025.
5311 FFY2024/2025
New York State 5311 2024/2025 allocations are reflective of the overall federal funding, the percentage dedicated to
operating, and each recipient's portion based on their changes in ridership (passengers), amount of service provided
(revenue miles), county population, and local share.
Allocations are currently estimated as FFY25 federal apportionments to the states have yet to be announced. New
York State's portion of the federal 5311 program for FFY24 has been provided by the Federal Transit Administration
(FTA) and NYSDOT is estimating similar amounts for FFY25. Estimated amounts provided are for planning
purposes and final allocations will be updated and announced once released by the FTA.
NYSDOT has revised the application structure for 5311 funding for 2024 and 2025 which can be found at
www.dot.ny.gov/divisions/policy-and-strategy/public-transportation/rural-programs/5311/application-
material. The new application has been streamlined in comparison to previous submissions and only requires
information needed to determine project eligibility, make awards, and establish contracts. The application will be for
operating, capital, and mobility management.
5311 2021-23 funds must be completely spent before accessing new funds from the 5311 2024-25.
Surplus
Please contact your NYSDOT PTB system specialist to discuss how a surplus will be documented on your next annual
financial reporting. This will not negatively impact your access to future funding programs but rather reflect fiscal
responsibility of your organization and allow it to respond to continuous changes in local, state, and federal funding of
public transit.
Sincerely,
Janet D. fo
