Balkind, P.E., Commissioner DATE: April 17, 2026 RE: REVISED - RESOLUTION REQUEST - STANDARDIZATION TO BRIVO ACCESS CONTROL SYSTEM FOR DUTCHESS COUNTY BUILDINGS AND FACILITIES DPW's Building Division has been researching options to change the preferred access control system for County buildings and facilities from the current AMAG system, which the County adopted as its standard security access control system via Resolution No. 2013114 in April 2013. Since 2022, the licensed vendors for the AMAG system in our region have failed to provide satisfactory technical and on-site support for the County's access control system. Replacement parts are becoming difficult to source, and there are known software and hardware security issues that AMAG is not addressing to the Department's satisfaction. In addition, the AMAG system cannot provide reports in sufficient detail to allow for proper access control system auditing, management and maintenance. There are many efficiency benefits to a fully compatible security access electronic door control system; the number of keys that need to be carried by the County's maintenance staff will be reduced, access to buildings in an emergency is accelerated, there is increased safety and security in daily operations, there is cost savings and efficiency when purchasing parts and supplies. All of these benefits translate into cost savings for the taxpayers. DPW's Building Administrator researched three other access control systems to compare features, cost and support. The vendors performed system demonstrations to assist the Building Administrator to select the preferred system. The County's OCIS group was contacted to verify that the Brivo system was compatible with the County's existing IT infrastructure, and it was determined to be compatible. The information obtained through this research is attached to this memo. Section 28.04 of the Dutchess County Administrative Code authorizes the County Legislature to adopt a resolution by a two-thirds (2/3) vote of all of its members authorizing standardization of equipment. . Article 7 of the County's Procurement Policy requires that the Director of Central Services review and approve this resolution request. A memo documenting the Central Services Director's review and approval is attached. 626 Dutchess Turnpike, Poughkeepsie, New York 12603 | (845) 486-2085 | www.dutchessny.gov Much of the existing hardware, door latches and wiring that was installed in connection with the current AMAG system will be incorporated into the new Brivo system. Some older AMAG locations may require updated wiring and/or door latches. The current AMAG 'head end' computer systems will be replaced with a cloud-based server control system operated and maintained by Brivo. This reduces the County's cost (labor and materials) of computer maintenance and software upgrades that are currently being performed by the County's OCIS Department. The Department would migrate from the current AMAG system to the new Brivo system over a period of 3-4 years to manage budget impacts and to ensure that all buildings and facilities are secure during the migration period. Based on the research and system demonstrations presented by the system vendors, and pursuant to Article 28.04 of the Dutchess County Administrative Code, the Department Is seeking the Legislature's adoption of Brivo as the County's standard access control system for all buildings and facilities. WHALEN DEPUTY COMMISSIONER DUtcHesS CounTY Government DEPARTMENT OF PUBLIC WORKS To: Robert Balkind P.E., Commissioner of Public Works Date: April 6, 2026 RE: Access control system standardization As you are aware, I began evaluating replacements for our current AMAG access control system due to several key concerns. First, the legacy hardware we have been installing is no longer aligned with current reader security standards. More importantly, both AMAG and their local dealers have not been able to provide the level of support the county requires to operate safely and securely. Given that the county has been using AMAG for over 15 years and currently manages more than 500 controlled doors-a number that continues to grow—it was critical to identify a system that can scale with our needs. After careful consideration, I narrowed the options down to three candidates: Avigilon Alta, Brivo, and DSX. Avigilon Alta and Brivo are modern, cloud-based platforms, while DSX is a traditional on-premises server-based system similar to AMAG. As the industry continues to move toward cloud-based solutions, DSX falls behind in terms of innovation. Cloud-based systems offer several advantages, including reduced IT burden for maintaining physical servers, as well as regular updates for security and feature enhancements. In comparing Avigilon Alta and Brivo, both systems offer similar functionality, including user-friendly interfaces, compatibility with much of our existing hardware, strong security compliance, and multi-site integration capabilities. However, some key differences emerged. Avigilon, as a Motorola product, tends to steer integrations toward its own ecosystem, particularly for video surveillance. In contrast, Brivo operates on a more open platform, giving the county greater flexibility in selecting and integrating future systems. From a cost perspective, while the initial implementation costs for both platforms are comparable, Brivo offers a lower annual licensing cost per door. Combined with its user-friendly interface and strong local dealer support, this makes it a more practical and cost-effective solution. Based on these factors, I recommend that the county standardize on Brivo as its access control system moving forward. Please let me know if you would like to discuss this further. 626 Dutchess Turnpike, Poughkeepsie, New York 12603 | (845) 486-2085 | Fax: (845) 486-2940 dutchessny.gov SUE SERINO COUNTY EXECUTIVE STEPHEN OSCARLECE COMMISSIONER SARAH ANDREWS, CPPB, NIGP CPP DIRECTOR DUTCHESS COUNTY GOVERNMENT OFFICE OF CENTRAL AND INFORMATION SERVICES CENTRAL SERVICES DIVISION TO: FROM: DATE: RE: Robert Balkind, Commissioner, Department of Public Works Sarah Andrews, Director, OCIS Division of Central Services April 7, 2026 Review and Approval of Standardization Request Prior to Legislative Submission This memo documents my review of the standardization request submitted by the Department of Public Works (DPW) prior to its transmission to the Legislature. As part of the review process, a debarment check was completed for the proposed vendor (Brivo Systems, LLC) using both the federal System for Award Management (SAM) and the New York State debarment listings. The vendor does not appear on either list and is not debarred. In addition, I reviewed the resolution request memorandum provided by DPW. The information and justification they supplied appear reasonable, appropriate, and sufficiently support the need to proceed with the standardization request. Based on the documentation and supporting rationale, I find the request to be complete and justified. As a reminder, the adoption of a standardization resolution does not eliminate the requirement to comply with all applicable competitive bidding or competitive offering statutes and procurement policies. Accordingly, this memo serves to document my approval of the resolution prior to its submission to the Legislature. 378 Violet Avenue, Suite 2.
