PUBLIC WORKS & CAPITAL PROJECTS RESOLUTION NO. 2025054 RE: AUTHORIZING ANTICIPATED GRANT AGREEMENT WITH THE FEDERAL AVIATION ADMINISTRATION (FAA) AND NEW YORK STATE DEPARTMENT OF TRANSPORTATION (NYSDOT) FOR THE DESIGN OF THE REHABILITATION OF THE NORTHWEST GENERAL AVIATION (GA) APRON AND ACCOMPANYING TAXILANES AT THE HUDSON VALLEY REGIONAL AIRPORT AND AMENDING THE 2025 ADOPTED COUNTY BUDGET AS IT PERTAINS TO THE DEPARTMENT OF PUBLIC WORKS - AIRPORT DIVISION Legislators METZGER, PAOLONI, CASWELL, D'AQUANNI, GORMAN, FAUST, and VERSACI offer the following and move its adoption: WHEREAS, the Department of Public Works, Airport Division, has applied to the Federal Aviation Administration (hereinafter "FAA") and the New York State Department of Transportation (hereinafter "NYSDOT") for an anticipated grant of federal funds for a project for the design of the rehabilitation of the Northwest General Aviation Apron and accompanying taxilanes at the Hudson Valley Regional Airport (hereinafter "HVRA") WHEREAS, this project would receive funding for the rehabilitation of pavement over a 240,000 square foot area that is in poor condition and which has not received pavement rehabilitation since its construction in 1984, and WHEREAS, of the total project funding of $206,000, $195,700 (95%) will be Federal funds, $5,150 (2.5%) will be State funds, and $5,150 (2.5%) will be County funds, and WHEREAS, in past years when the FAA and NYSDO have issued a grant to the County, the County's turn-around time to execute the grant has been quite short, therefore the Commissioner of Public Works is requesting authorization for the County Executive or her designee to accept and sign, on behalf of the County, a grant in the above amount, should the grant be offered to the County later this year, and WHEREAS, it is necessary for this Legislature to authorize the execution of the grant agreement and to amend the 2025 Adopted County Budget to accept such funds and provide for the receipt and expenditure of said funds, now therefore, be it RESOLVED, that this Legislature hereby authorizes the County Executive or her designee to accept the grant offer anticipated to be made by the FAA and NYSDOT in connection with the above project and further authorizes and empowers the County Executive or her designee to execute said grant agreement and any other agreements related to the project on behalf of the County of Dutchess, and be it further RESOLVED, that the Commissioner of Finance is hereby authorized, empowered and directec o amend the 2025 Adopted County Budget as follows APPROPRIATIONS Increase EA0655.5610.4401.105 A.9950.9801 REVENUES Increase EA0655.5610.35890.00 EA0655.5610.45890.00 EA0655.5610.50310 A. 9998.95110.87 CA-034-25 EMW/rjw G-0103-E 03/05/2025 Fiscal Impact: See Attached.
