IPV Incident Data: Document the total number of intimate partner: incidents, simple and
aggravated assaults, Contempt, Strangulations, Stalking, Homicides, and High-risk IPV cases (if
applicable)
1. Domestic Incident Reports (DIRs): Track the number of DIRs completed by each
jurisdiction, specifying the percentage related to IPV.
2. Service Provider Data: Report the number of IPV victims served by domestic violence
service providers, including victims from the STRIVE community served and sheltered
from the previous five years, with quarterly updates.
3. Probation Data: Report the number of IPV probation cases/sentences or related
supervision data.
4. Hotline and Service Data: Include data on local hotline calls and the type of services
provided to further understand and address community need.
Submission Process: Data should be submitted through the DCJS web-based Implementation
Assessment Tool (IAT)
Compliance and Monitoring
Compliance with STRIVE's reporting requirements includes timely and accurate data
submissions each quarter. Failure to submit complete and compliant reports may result in a
temporary suspension of contract payments until the jurisdiction meets all requirements.
These reporting requirements ensure comprehensive program development tracking and
provide essential data for evaluating progress and identifying areas requiring additional support.
Collaboration between STRIVE Field Advisors and IPV stakeholders will be crucial for achieving
the initiative's goals.
Ongoing Requirements
Regional Networking and Collaboration
Throughout the contract cycle, DCJS may organize regional roundtable meetings to foster
cross-jurisdictional collaboration. These sessions allow jurisdictions to share insights, discuss
IPV trends and exchange effective practices. Designated representatives from each jurisdiction
are required to attend.
STRIVE and the Office of Probation and Correctional Alternatives
Title 9 NYCRR Rules and Regulations outline the minimum requirements of probation practice
and the additional strategies that go beyond the minimum requirements that can help ensure a
consistent response that will maximize accountability within the context of victim safety.
Working with the understanding of these principles of enhancing victim safety and holding
individuals accountable for their abusive behaviors as a collaborative effort will enhance
probation practice in this area.
The following is a non-exhaustive list of considerations for a probation department as methods
to enhance probation practices for the STRIVE Initiative.
Maintain an appropriate level of monitoring and supervision for IPV caseloads.
• Establish dedicated unit/staff to conduct specialized investigations and supervision for
individuals on probation for DV/IPV/GBV-related offenses.
• Enhanced specialized conditions of probation in the interest of victim and community
safety (curfew, GPS/Electronic Monitoring, etc.).
• Conduct home contacts and surveillance details during non-standard hours.
• Specialized Training for IPV probation staff (survivor-centered, trauma-informed,
culturally responsive, lethality assessments, etc.).
• Establish a victim advocacy program, which may include access, referrals, and
collaboration with victim advocates, if appropriate and in the interest of victim safety.
• Establish or maintain, where available, approved department-led or community-based
Offender Accountability programs that meet the STRIVE criteria.
• Provide enhanced Presentence Investigation Reports to courts for appropriate
sentencing/consequences. They can also be used as a tool for community supervision.
• In counties where pretrial supervision is conducted by probation, consideration of
approaches that enhance victim safety and hold individuals accountable should be
encouraged.
• Utilize a DVSI-R where available. DVSI-R: The Revised Domestic Violence Screening
Instrument (DVSI-R) is a specialized assessment tool used by probation departments in
the state. It assists probation professionals with supervision decisions, improves
accountability for individuals convicted of domestic violence crimes, and promotes victim
safety. Many probation departments across the state currently have a DVSI-R trainer on
staff.
STRIVE and the Office of Crime Analysis and Strategic Partnerships
The New York State Division of Criminal Justice Services (DJS) Crime Analysis Center
Network (CACN) is comprised of eleven (11) Centers strategically positioned across New York
State that provide crime analysis, investigative, and real-time crime support services to police,
prosecutors, and other law enforcement stakeholders within their area of responsibility. Staffed
with crime analysts serving various disciplines and services as well as sworn and other Intel
staff from multiple local, state, and federal agencies, their collective mission is to aid agencies in
their efforts to respond and investigate criminal activity, along with supporting the development
of evidence-based crime reduction strategies within their respective communities.
Specific Capabilities:
Crime analysts assigned to the Crime Analysis Center within the STRIVE initiative may be
positioned within the appropriate Crime Analysis Center, where they will have access to training
and all CAC resources, services, and capabilities. This will include access to:
CACN law enforcement RMS federated search tool (350+ agencies)
• NYS and County Correctional Data
• LPR, DOCCS, Probation GPS Services, and Municipal Camera systems.
• NYS and ATF Crime Gun Intelligence Services
• NYNJ High Intensity Drug Trafficking Areas (HIDTA) OD Reporting
Assigned staff will have the capacity and/or access to develop various services in support of
STRIVE, including:
• Domestic Violence Incident Analysis
