Presentation-Ginsburg Development Corporation - Residential
Development Proposal for the Casperkill Golf Club
October 28, 2026
Ms. Rebecca Edwards

Re: Casperkill Development
110 Golf Club Lane
Poughkeepsie, NY
Tax ID: 6159-02-503995-0000 and 6159-01-312843-0000
Dear Supervisor Edwards:
The Applicant, Ginsburg Development Corporation (GDC), requests appearance in front of
the Town Board at their November 4, 2026, meeting to discuss the proposed redevelopment
of the Casperkill Golf Course property. GDC proposes a mixed-use development on the
approximately 348-acre property with the following (see also, conceptual site plan and
renderings):
o 517 total dwelling units, including 10% below market-rate units
74 townhome units (for sale)
• 7 – 6-unit attached units
• 8 – 4-unit attached units
99-unit South apartment building (for rent)
• Leasing office/clubhouse
• Pool
Buildings A – D apartments (for rent)
• Building A – 86 units
• Building B – 86 units
• Building C – 86 units
• Building D – 86 units
• Leasing office/clubhouse
• Pool
o 80-key hotel (4 stories)
o Historic Fort House – adaptive reuse of historic building for management
office
o Trails
o 18-hole Golf Course, open to public (existing to remain)
o Permanent conservation area
The Casperkill Golf Course was constructed in 1944 following agricultural use of the land.
Consistent with IBM’s influence on the surrounding area, the Golf Course was used at one
time as a country club for IBM. For the past several decades, the Golf Course has been
maintained as a commercial recreation enterprise consisting of an 18-hole public golf course.
For some time, the property has been considered for residential development and as part of
the prior 2007 Comprehensive Plan and zoning updates, the Golf Course was zoned as part
of the Crown Heights Center District. Nevertheless, the vision for this district, in part to
encourage redevelopment with a traditional neighborhood aesthetic, has not been realized
and the property remaines largely unchanged.
Today, the property remains underutilized as a commercial golf course. The property’s
unique natural resources and the sheer size of the property, largely void of buildings,
adjoining longstanding low-scale residential neighborhoods presents an opportunity for a
development that provides ample buffering to adjoining residences, protects sensitive
natural resources, provides refuge and pedestrian connectivity, provides diverse housing
options, and results in only limited commercial development along Route 9.
The Applicant believes the proposed project meets the intent of the Comprehensive Plan
Update for the Crown Heights/Spackenkill area, which “is to maintain the stability and
upkeep of housing for future generations of working families while seeking to provide safe
trail and sidewalk linkages to recreation and other local services where possible.” In the Plan
Update, the property is identified as an “Infill Opportunity Area” where a development could
be served by existing infrastructure.
The proposed development meets Goal #1 and Recommendations 1.1.1, 1.2.5, and 1.2.6, as
follows:
• Development is focused north of the Casperkill Creek in areas with greater previous
disturbance, preserving environmentally sensitive areas.
• The proposed development retains the golf course providing for ample buffers for
existing neighborhoods.
• The development provides a mix of housing types.
• A publicly accessible trail system with trailhead parking will be provided.
• The development conserves land with sensitive natural resources.
• Limited commercial use is proposed on South Road.
Additionally, the property exists amidst a regional commercial corridor with access to
transportation, utilities, community facilities and other infrastructure, which meets Goal #2:
(to) facilitate and focus future development to underutilized and infill sites that already
benefit from existing access to transportation, utilities, community facilities and other
infrastructure.
Consistent with the recommendations of the Plan Update, the Applicant is seeking a zoning
text amendment to enable the project’s development. It is proposed to eliminate the Crown
Heights Center Overlay District (§210-24) mapping on this property and to replace it with the
Casperkill Conservation Development District. The new zoning district, consistent with the
Plan Update, would provide a development option that retains the golf course, protects the
Casperkill Creek, conserves significant open space for public use, and creates a mix of
housing, with limited commercial uses in proximity to South Road.
The proposed zoning text amendment involves the following:
• Maximum residential density limit;
• Adaptive reuse of the Fort House;
2
• Mix of housing options;
• Pedestrian and trail connectivity;
• Compliance with affordable housing policy;
• Permanent conservation;
• No ability to use incentives elsewhere in the zoning regulations; and
• Dimensional requirements suitable for the property.
We look forward to speaking with you and members of the Town Board about the potential
redevelopment of this site.
Respectfully submitted,
