The applicant believes that Dutchess County Water & Wastewater Authority, (DWWA), relevied an unpaid water rents that was previously paid. Prior to receiving the application, I began looking into the issue. Three different times, I requested that the property owner provide my office with proof of payment of their water rents to the DCWWA in 2024. The only proof of payment received was a photograph of what appears to be an online payment of $196.05 on May 16, 2025 with no information regarding what DCWWA account was being paid. I did explain several times that I needed evidence that the DCWWA bill was paid in 2024. I contacted DCWWA and was given copies of the water bills for 37 Delong Street. In reviewing them, it appears that the bill for 6/14/24 to 7/31/24 was not paid. The original amount was $173.23. On the bill for 7/31/24 to 10/31/24, there was an adjustment of $182.32, ($173.23 plus $9.09 in penalties). This adjustment was because the prior amount was not paid and was now being relevied onto the January 2025 County/Town tax bill. It was no longer able to be collected by DCWWA directly. When the amount was finally relevied onto the County/Town bill in November 2024, an additional penalty of $12.76 was added and the total then became $195.08. DCWWA has reconfirmed that they have no record of any payments before the amounts were relevied. I have attached the bills and correspondence for reference. Since I was not provided proof that the 6/14/24 to 7/31/24 bill was paid, the situation described does not meet any of the defined criteria allowed by law, and I must recommend that the application for a corrected tax bill be denied.
