Re: Town of Poughkeepsie Historic Landmark Designation
Dear Supervisor Rebbeca Edwards,
The Young-Morse Historic Site has been an important site in the town for years. Visitors, both locally and
internationally, have visited this site and have enjoyed hiking, attended events, and celebrated weddings and
notable events in their lives. Children have learned a great deal from the educational programs presented at this
site. The most important aspect of the Young-Morse Historic Site is its worldwide significance as the home of
Samuel F. B. Morse, the inventor of the telegraph and the Morse Code.
The site is made up of the Young-Morse Estate, Edgehill Estate, and Southwood Estate. In 1964, the Young-Morse
Historic Site was added to the National Register of Historic Landmarks. In 2005, Scenic Hudson established an
easement on the newly acquired acres on land from the Poughkeepsie Rural Cemetery for open space, formerly part
of the Southwood Estate. The Dutchess Land Conservancy and State Office of Parks, Recreation and Historic
Preservation all partnered to protect the newly purchased land and established an easement on the site.
The Town of Poughkeepsie Historic Preservation Commission is recommending to the Town Board that the entire
maintenance and programming at the site for future generations of families to visit and enjoy the significant history
Sincerely,
John R. Finn

Historic Mansion
The main house at Locust Grove is a villa in the Italianate style
designed in 1850 for artist and inventor Samuel F. B. Morse by
architect Alexander Jackson Davis. Fifty years later the house was
renovated and expanded for new owners William and Martha
Young. Their daughter, Annette Innis Young, eventually created
the not-for-profit educational foundation that preserves the estate
as a museum today.
Morse had very clear ideas about what he wanted in what was to be
his summer home (he and his family spent winters in New York
City, in a townhouse on 22nd Street near Fifth Avenue). For
inspiration, Morse recalled the elegant villas that he had visited
years earlier in the Italian countryside and he sketched towers,
windows, and floor plans on scraps of paper to give to his architect.
Construction on the villa, sited on a dramatic bluff overlooking the
Hudson River, began in 1851 and was completed the following
year.
Locust Grove required a large and expensive staff to maintain,
however, so after Samuel Morse's death in 1872 his family spent
little time at the estate and eventually rented it to William and
Martha Young, a wealthy couple from Poughkeepsie.
Hopeful that the property would be available for sale, the Youngs
began to furnish the empty house with family heirlooms in
1895. In 1901 they finally purchased the property and immediately
began to expand and modernize the house as a year-round residence
for their daughter, Annette, and their son, Innis. Mr. and Mrs.
Young added a new, larger dining room wing, guest bedrooms, and
practical conveniences like central heat, hot and cold running
water, and electric lighting.
After the death of her brother Innis in 1953 Annette Young became
the sole owner of the Locust Grove Estate as well as family
properties in New Haven, New York City, and Ulster
County. Conscious of her family's importance in the Hudson
Valley, Miss Young began donating to museums the art, land, and
historic houses she inherited so that they would be protected in
perpetuity. She spent twenty years at this project and, upon her
death in 1975, established a not-for-profit foundation to ensure that
Locust Grove, her home for eighty years, together with its
collections and the Young family archives would be protected as a
museum and nature preserve.
The estate opened to the public in 1979 and today features the
Young family's 15,000-piece collection of furniture, paintings, and
decorative arts just as they were used in the early years of the 20th
century.
Gardens
Locust Grove's stately trees, rolling hills, and vistas from a bluff
high above the Hudson River all combine to create a grand
landscape.
William and Martha Young brought a new vision to Locust Grove
after acquiring the estate in 1895. They began to purchase
adjoining land and built scenic carriage drives along the Hudson
River. Near the house, Martha Young expanded the formal gardens.
The Cutting Garden preserves her unique style and plant collection.
A kitchen garden provided fresh produce for the residents of Locust
Grove for over two centuries. Today, the restored kitchen garden
provides a place for visitors to learn about the wide variety of
:
:
vegetables and fruits grown on the estate over the past three
centuries.
In 1975 Annette Innis Young, the last member of the Young family
to live at Locust Grove, created a not-for-profit foundation to
preserve the estate for "the enjoyment, visitation, and
enlightenment of the public." Her bequest included more than 125
acres of gardens and grounds.
Since that time the museum trustees have continued to expand the
estate's open space by acquiring much of the adjoining Southwood
and Edgehill estates. Today Locust Grove's gardens and grounds
cover nearly 200 acres.
Our historic buildings, modern exhibit galleries, elegant gardens,
miles of hiking trails, and exciting public programs are available to
visitors year-round.
Samuel Morse at Locust Grove
While no furnishings survive from the Morse family's years at
Locust Grove, the Visitor's Center is the home of a permanent
exhibit that explores Samuel Morse's two careers, first as an
artist and later as the inventor of the telegraph and Morse
Code.
Original works of art, including portraits, landscapes, drawings,
and sculptures from all phases of his career illustrate the range
of his talent. In the Telegraph Gallery, reproductions of Morse's
early telegraph models introduce visitors to the
electromagnetic telegraph.
The exhibition continues to chronicle the development of
telegraph equipment through the early 20th century and is part
of Locust Grove's school field trip programs.
Museum Collection
Here you will find highlights from the Locust Grove collections,
which include more than 15,000 pieces of fine and decorative art,
collected by five generations of the Young Family. Many pieces are
on view in the historic mansion; more are in storage and available
to researchers. We're continually adding more highlights, so be sure
to check back regularly for more updates.

Appendix #3 - Historical & Architectural Importance
1. The original Federal house was owned by John Montgomery.
2. Samuel Morse, inventor of the telegraph and Morse Code, purchased the house in
1847. Morse extended the home into an Italianate villa and lived there until his
death in 1872.
3. In 1901 William H. Young bought the estate from the Morse children. The Young
family lived there until 1975 when Annette bequeathed the estate to a not-for-profit
corporation for the enjoyment, visitation, and enlightenment of the public.
4. The Young-Morse Historical Site is on the National Register of Historic Landmarks.
5. This site is part of Scenic Hudson's program with an easement on the entire property
to conserve, protect, and sustain biodiversity in the Hudson Valley.
Scenic Hudson has partnered with the Dutchess County and State Office of Parks,
Recreation, & Historic Preservation (OPRHP) to protect 28 adjacent acres
incorporated to the site.
6. The Dutchess Land Conservancy & OPRHP hold conservation easements on the
Young-Morse estate land.
7. See additional attached documents.
Building Description
Locust Grove, the Samuel F. B. Morse House, was originally the name of an eighteenth-century
house on the same location, owned by Robert Livingston, Jr. This property was sold to John
Montgomery, who removed the old house and built a rectangular two-story frame building in
1830. In 1847, Morse purchased the house as a summer home, and used the standing
structure as the nucleus for a cruciform Italianate villa, renamed Locust Grove, which the
inventor completed in 1852.
Morse's renovations designed with the assistance of Alexander Jackson Davis, the architect,
began with the two-story additions of rooms on the north and south ends of the existing house.
The room on the south end, which eventually served as his study, was three-sided and gave
the southern facade of the house an octagonal shape. An octagonal, one-story veranda was
constructed around this end as well, and it is decorated with cast-iron latticework. The addition
on the northern end was a simple extension of the rectangular dimensions of the original
house.
At the same time Morse constructed a bisecting axis, running east to west through the main
house. On the west side, a four-story, rectangular tower, of stuccoed brick was erected. On the
east side, a porte-cochere, of the same dimensions as the tower, was constructed, with another
room above, under a gable roof. The three round-headed passageways in the porte-cochere
are topped with hood molds. On the eastern end of the second story of the porte-cochere there
is a modified Palladian window. The other windows which average approximately one per bay,
have simple frames, supported by consoles. The other exceptions to this are the round-headed
windows at the fourth story of the tower, which are grouped three to a side. There is a small
balcony projecting below these windows on the west facade of the tower. This balcony is
repeated at the third story, however, this octagonal balcony is supported by the octagonal bays
which project from the west wall of the tower at the second and first stories.
The house, which contains a basement and a subbasement, is supported on stone foundations.
The attic, at the third-floor level, is covered with a gable roof of slate tiles. The south end of
the house however has an adjoining three-sided hip roof, while the tower has a separate hip
roof. The main house has a bracketed cornice, while the tower has rafter ends protruding from
the eaves.
The interior of the house has remained substantially unchanged since Morse's occupancy,
although the north room on the first floor has been enlarged and the wood floors have been
replaced. Some of Morse's furnishings remain.
The grounds of Locust Grove still consist of the approximately 108 acres which Morse
purchased in 1847. Most of the land is kept as lawn, pasture, and woodland. The area in front
of the house is still planted with trees, many of which are locusts. The position of the house
affords broad vistas of the Hudson River and the Catskills to the west, and the Fishkill
Mountains to the south. No outbuildings that date to Morse's period are extant. The stables,
the barn, the gardener's cottage, the toolshed, greenhouse and other extant outbuildings all
date from 1900 or later.
Today the Locust Grove estate includes much of the adjoining Edgehill and Southwood
estates. Originally laid out in the 1850's (about the same time that Locust Grove was rebuilt for
Samuel Morse) these two estates were historically connected to Locust Grove by carriage roads
that have been restored as public hiking trails. The Edgehill mansion is not part of Locust Grove
today; the Gothic Revival-style mansion is divided into apartments and is visible from the North
Road. The Southwood mansion was remodeled in 1908 for the Kinkead family, who also owned
the Maple Grove estate, just across South Road. Elise Kinkead, the last private owner, donated a
portion of the estate to Locust Grove in the 1980's. After her death in 1985, however, the
mansion (which was not owned by Locust Grove) was demolished. Thanks to a number of
private donors and matching grants from the State of New York, Dutchess County, the Town of
Poughkeepsie and Scenic Hudson, Locust Grove was able to acquire the last 25 acres of
Southwood in 2006 and reopen nearly a mile of carriage roads that had been closed to the
public.
A number of historic buildings are on these parcels:

Land Acquisition
Fact Sheet
i Locust Grove plans to acquire 33 acres of forested land connecting
Locust Grove and the Poughkeepsie Rural Cemetery this will increase
our recreational open space by 20%
* All three parcels will be developed unless Locust Grove can acquire
them; development will damage our scenic setting and destroy the
existing open space between the Cemetery and Locust Grove
» All three parcels are designated as desirable for open space preservation
in the Town and County Master Plans
* To make the land accessible to the public, Locust Grove plans to restore
nearly a mile of historic carriage roads with Hudson River views as part
of the project, a 20% increase in our recreational trails
" As Dutchess County's population continues to boom and as
development continues to consume land on Route 9, it is vital to protect
key open parcels so that future generations will have access to
recreational opportunities
* While Locust Grove cannot subsidize the cost of this land alone, a group
of public and private funders is coming together to make this project
possible
• Your letter supporting our application for funds from Dutchess County
and New York State is very important in demonstrating widespread
support for Locust Grove: an amazing community resource.

Dear Ray,
I am writing to register my enthusiastic support for Locust Grove's request for funds
from the Dutchess County Open Space Fund and the New York State Environmental
Protection Fund to purchase several adjoining parcels of open space land. As Dutchess
County's population continues to expand, I believe that it is important to balance new
residential and commercial development with new recreational areas.
Locust Grove's plan to preserve these forested parcels on the border of the City and
Town of Poughkeepsie and open them to the public by restoring several of the historic
carriage roads is a once-in-a-lifetime opportunity. Protecting the open space between
Locust Grove and the Poughkeepsie Rural Cemetery will create an unbroken greenbelt
with Hudson River vistas just seconds from Poughkeepsie's densely-populated core - an
amazing new community resource.
I also believe that acquisition is necessary to protect the historic rural setting of Locust
Grove's National Historic Landmark mansion and grounds. As a tourist destination with
constantly increasing attendance, Locust Grove is a key player in Dutchess County's
burgeoning heritage tourism industry. These parcels will create new opportunities for a
Greenway Trail extending north from Locust Grove and supports the Town, County and
Greenway plans for this area.
Helping Locust Grove acquire these lands will provide wonderful new resources for both
local residents and tourists from out-of-town with no continuing maintenance costs to the
Town, County or State. Lets all pull together to make this project happen!
Sincerely,
SCENIC

Ensures grounds will always be available for recreation, exploring nature
TOWN OF POUGHKEEPSIE-For nearly 40 years, the grounds of the Locust Grove
Estate/Young-Morse Historic Site have been a refuge for people escaping the
bustle of Route 9, which passes the former home of artist-inventor Samuel F.B.
Morse. Now Scenic Hudson, working with the Young-Morse Historic Site, has
permanentiy protected its 149 acres of woods, meadows and other unspoiled
habitats, and ensured that these natural treasures will always be available to the
public for exploring nature, hiking and jogging, and admiring Hudson River views.
Surrounding the 1851 Italianate villa built for Morse--declared a National Historic
Landmark in 1964 and a house museum since 1979.--Locust Grove features an
astonishing variety of natural features rarely found so close to suburban and
commercial development. Five miles of carriage roads and trails created by Morse
and the estate's last owners, the Young family, enable visitors to explore a ravine, a
picturesque stream and waterfall, dramatic rock outcroppings, views of the Hudson
River, a pond and sheltered river cove, several wetlands and formal gardens.
Locust Grove's landscape also contributes to scenic views enjoyed by molorists
crossing the Mid-Hudson Bridge, hikers at Franny Reese State Park in Ulster County
and boaters on the Hudson River.
Scenic Hudson acquired a conservation easement with public access on the
property from the Young-Morse Historic Site, the non-profit organization that owns
the land. As part of the transaction, Locust Grove will allocate a portion of the funds
it received for the easement to trail and public-access maintenance.
Land's habitats also a priority for protection
Protecting this property keeps both people and the environment healthy. The land's
diverse habitats also made it a priority for protection according to Scenic Hudson's
Hudson Valley Conservation Strategy. Scenic Hudson developed this strategy to
pinpoint properties whose protection will sustain biodiversity, increase resilience to
climate change, secure the routes species depend on for survival and conserve
working farmland. Due to the property's high potential for achieving many of these
goals, the Doris Duke Charitable Foundation provided a portion of the purchase
price. Additional key funding came from Scenic Hudson's Lila Acheson and DeWitt
Wallace Hudson Valley Land Preservation Endowment.
in 2006 Scenic Hudson partnered with Dutchess County and the state Office of
Parks. Recreation and Historic Preservation (OPHP) to protect 28 acres adjacent
to Locust Grove that have been incorporated into the historic site. The Dutchess
Land Conservancy and OPHP hold conservation easements on that land.
"The trails at Locust Grove provide outstanding opportunities to connect with
nature along one of the region's busiest roads-and just three miles from the heart
of downtown Poughkeepsie. Scenic Hudson is delighted to build upon Locust
Grove's excellent stewardship of the site over the years and ensure that these
historic grounds and important habitats will remain intact and forever available for
people to enjoy," said Scenic Hudson Land Trust Executive Director Steve

THIS LICENSE AND AGREEMENT (the "Agreement"), made as of the _

ton"), and the TOWN OF POUGHKEEPSIE, a New York municipal corporation, with offices at
Town Hall, One (1) Overocker Road, Town of Poughkeepsie, New York, 12603 (the "Town").
WHEREAS, Barton is the current fee owner of the premises located at 2 Water St., New
Hamburg, New York, 12590, Tax Grid #605706-477901, as more particularly described on Exhibit

WHEREAS, the northern property line of the Premises abuts the Town's right-of-way for
Division St. ("Division"); and
WHEREAS, the existing concrete ramp and Wood Fence for the Premises extend several
feet into the Town's right-of-way for Division (the "Improvements"); and
WHEREAS, the Improvements had been in place for many years prior to Barton taking

2026-2027 odf: CUSTOMER LABOR RATES 2026.pd1
Good Morning,
I have asked for quotes for an annual generator maintenance and service contract and have attached those here.
Gentech came in the lowest at $20,845.00
National Standby Repair was $21,800.00
HO Penn was $32,460.18
Our current contract is with National Standby. It is my recommendation to stay with National Standby Repair as
they have served us well. They have been extremely fast in response times when we have had problems with the
generators. We are very pleased with their overall service, maintenance, and repairs that they have performed, as
they are very thorough. We have developed a great customer relationship with them.
One other reason that I would also like to recommend we stay with them is, they will come out free of charge, once
per generator if there is an issue for the term of the contract. The other companies do not offer that.
I have also included the Water department quotes and they are as follows:
Gentech was $8,075.00
National Standby Repair was $9,820.00
HO Penn was $13,812.24
Emily, please review the contracts and we would like to get on the next Town Board Agenda (not the Oct.7th
meeting).
Please let me know if you need anything else.
Thank you!
