Resolution Requests
October 7, 2025
Please find attached a Resolution Request Forms and Fiscal Impact Statements for two resolutions related to the
creation of the County Water District Zone of Assessment "030" (South Cross Water).
The DCWWA is requesting that the County establish County Water District Zones of Assessment "030" to provide
water services within the existing South Cross community in the Town of Hyde Park. The DCWWA is finalizing an
agreement with the owner of the South Cross Water System to acquire the system at the point in time that the
Zone of Assessment is formally created. DCWWA intends to own and operate the public water supply as a
standalone system until such a time it can provide an interconnection from its Hyde Park Regional Water System to
the existing South Cross Water distribution system. The interconnection is part of a larger project that connects the
Hyde Park Regional and Quaker Hill Water Systems. A Map, Plan and Report for Zone of Assessment "030" was
previously submitted for review. The DCWWA's ability to establish this new water service area is contingent on the
creation of the Zones of Assessment within the County Water District, encompassing all properties in the System's
service area. The DCWWA is asking the Legislature to pass two resolutions:
• Adoption of SEQR findings related to the Creation of County Water District Zone of Assessment "030", and
• Creation of County Water District Zone of Assessment "030"
The DCWWA intends to submit a resolution request under separate cover for the approval of the Restatement of
the County Water District Service Agreement pertaining to Zone of Assessment "030" and including; Zones "029A"
and "029B", and "031" as all Zones of Assessment pertain to the interconnection project between the Hyde Park
Regional Water System and the Quaker Hill Water System. Said resolution request will be submitted prior to the
December Committee and Legislature Meeting deadline.
Please find attached separate Resolution Request Forms and Fiscal Impact Statements for each of the two actions.
In addition, please find Resolutions 2024087 and 2024088, which can be used as templates for these requested
resolutions.

RE:
South Cross Water System
Zone of Assessment Creation
Dear Property Owner,
On April 30, 2025, we sent you a letter to let you know that the Dutchess County Water and Wastewater Authority
(DCWWA) had an on-going project to interconnect its Quaker Hill Estates Water System with its Hyde Park Regional
Water System and wished to discuss the acquisition of your community's water system and include it as part of
this project. A public meeting was held on May 29, 2025 that discussed this project, which can also be found on
our website at https://www.dutchessny.gov/Departments/Water-Wastewater/Graphics/Projects-5-29-South-
Cross-Water.pdf
The DCWWA is proposing to move forward with the project and, as a necessary step to accomplish the project is
now working with the County Legislature to create a new Zone of Assessment (water service area in the County
Water District.
It is proposed that the Zone of Assessment will be created in order to provide an ownership transfer of the water
system from the South Cross Road Water Company to the DCWWA, and then further allow for the extension of a
12" and 8" water main that will bring water service along Route 9G and South Cross Road to interconnect your
water system with the Hyde Park Regional Water System. The source of water for the new service area would be
DCWWA's Hyde Park Water Treatment Plant - a water filtration plant that draws water from the Hudson River.
Historically, water supplied by the plant consistently meets all safe drinking water standards.
If approved by the County Legislature, your property would be included in the Zone of Assessment. All developed
properties currently connected to central water within your community and within the Zone will automatically be
interconnected to a proposed 8" water main at South Cross Road. All properties within the zone will be assessed
annually for the debt service expenses to repay the money borrowed to construct the line, once construction is
complete and/or once DCWWA assumes ownership of the distribution system.
Please be aware of the following important dates:
October 14, 2025 - Public Hearing before the full Legislature to receive comments from the public on the
Zone of Assessment creation. The meeting will start at 6:30 PM. Any member of the public may speak at
the public hearing.
Both meetings will be held at the County Office Building. Additional information on the meetings can be found
on the Dutchess County Website by calling the Clerk of the Legislature at (845) 486-2100, or at
https://www.dutchessny.gov/Departments/County-Legislature/County-Legislature.htm

Summary of Property Owner Costs
If the Zone of Assessment is approved by the County Legislature, the ownership transfer of the public water system
will commence. The DCWWA will own and operate the water system as a standalone system with existing wells
and treatment system. Expenses include the daily operation and maintenance of the water system. Once
construction and interconnection of the systems are complete, all property owners within the Zone would be
assessed annually for the capital debt expense to construct the water line. Once connected, this charge would
appear on the annual County/Town property tax bill. The amount of the annual tax is based on the type of property
and expected water demand. The annual assessment would be in place for the 30-year life of the borrowing to
construct the main.
Each property that is connected to the water main will be billed quarterly for water usage, depending on actual
metered water usage. Operating budgets and water usage rates are reviewed and approved annually by the
DCWWA Board of Directors.
For a single-family residential property in your community that is owned and operated by the DCWWA and run as
a standalone system, the estimated annual costs are:
• Metered Water usage charged - approximately eight hundred and ninety-two dollars ($892)
For a single-family residential property in your community that is connected to the Hyde Park Regional Water
System as a consecutive system, the estimated annual costs are:
• Capital Assessment - approximately six hundred and sixty-eight ($668)
• Metered Water usage charged - approximately eight hundred and forty-four dollars ($844)
Owners of properties other than single family residences can get an estimate of their costs by contacting DCWWA
at (845) 486-3601 or by emailing [email protected]
A Map, Plan and Report, which describes the project and costs in more detail is available by request from either the
DCWWA or the Clerk of the Legislature.
Regards,
Jonathan Churins. Executive Director DCWWA
