Resolution Requests
October 7, 2025
Please find attached a Resolution Request Forms and Fiscal Impact Statements for three resolutions related to the
creation of the County Water District Zone of Assessment "032" (Madison-Holt Water).
The DCWWA is requesting that the County establish County Water District Zones of Assessment "032" to provide
water services to directly adjacent properties along an existing water main extension (interconnection) in the Town
of Hyde Park. The interconnection was part of a project that connected the Hyde Park Regional and Pinebrook
Estates Water Systems. A Map, Plan and Report for Zone of Assessment "032" was previously submitted for review.
The DCWWA's ability to establish this new water service area is contingent on the creation of the Zones of
Assessment within the County Water District, encompassing all properties in the System's service area. The DCWWA
is asking the Legislature to pass three resolutions:
• Adoption of SEQR findings related to the Creation of County Water District Zone of Assessment "032",
• Creation of County Water District Zone of Assessment "032", and
• Approval of a Restatement of the County Water District Service Agreement to include Zone of Assessment
"032"
Please find attached separate Resolution Request Forms and Fiscal Impact Statements for each of the three
actions. In addition, please find Resolutions 2024087, 2024088, and 2024089, which can be used as templates for
these requested resolutions.

RE:
Madison Holt Water System
Zone of Assessment Creation
Dear Property Owner,
On April 9, 2025, we sent you a letter to let you know that the Dutchess County Water and Wastewater Authority
(DCWWA) had an on-going project to create a zone of assessment of all properties directly adjacent to the
previously constructed water main that interconnected its Pinebrook Estates Water System with its Hyde Park
Regional Water System. A public meeting was held on May 6, 2025 that discussed this project.
The DCWWA is proposing to move forward with the project and, as a necessary step to accomplish the project is
now working with the County Legislature to create a new Zone of Assessment (water service area in the County
Water District.
It is proposed that the Zone of Assessment will be created in order to provide an obligation by the DCWWA to serve
your parcel potable water, should you choose to connect. The source of water for the new service area would be
DCWWA's Hyde Park Water Treatment Plant - a water filtration plant that draws water from the Hudson River.
Historically, water supplied by the plant consistently meets all safe drinking water standards.
If approved by the County Legislature, your property would be included in the Zone of Assessment. All properties
within the Zone would have the right to connect to the water main and would be assessed annually for the debt
service expenses to repay the money borrowed to construct the line. Property owners that choose to connect to
the water line would also pay water usage charges based on metered water usage (more details on costs below.)
Please be aware of the following important dates:
November 6, 2024 - Legislature's Environment Committee Meeting will consider resolutions to approve
the environmental review for the project, creation of the zone of assessment, and authorize a service
agreement with the DCWWA. Committee meetings start at 5:30. The specific time for the Environment
Committee has not yet been established.
November 10, 2025 - Public Hearing before the full Legislature to receive comments from the public on
the Zone of Assessment creation. The meeting will start at 6:30 PM. Any member of the public may speak
at the public hearing.
Both meetings will be held at the County Office Building. Additional information on the meetings can be found on
the Dutchess County Website by calling the Clerk of the Legislature at 845)

Summary of Property Owner Costs
If the Zone of Assessment is approved by the County Legislature all property owners within the Zone would be
assessed annually for the capital debt expense to construct the water line. This charge would appear on the annual
County/Town property tax bill. The amount of the annual tax is based on the type of property and expected water
demand. The annual assessment would be in place for the 30-year life of the borrowing to construct the main.
The capital assessment is charged regardless of whether the property owner chooses to connect to the water main.
Each property that chooses to connect to the water main would be responsible for their own costs to connect to
the new water main, including installation of the service line from the new main into the building, and the
applicable DCWWA Water Service Permit Fee. These costs will vary from property to property, depending on
factors such as which side of the road the property is on compared to the water main, distance from the main to
the building, and presence of rock or other features that might impede excavation.
Each property that connects to the water main will be billed quarterly for water usage, depending on actual
metered water usage. No quarterly usage billing is charged to properties that do not connect. Operating budgets
and water usage rates are reviewed and approved annually by the DCWWA Board of Directors.
For a single-family residential property in your community that is connected to the Hyde Park Regional Water
System as a consecutive system, the estimated annual costs are:
• Capital Assessment - approximately five hundred and fifty-eight dollars ($558)
• Metered Water usage charged - approximately eight hundred and forty-four dollars ($844)
Owners of properties other than single family residences can get an estimate of their costs by contacting DCWWA
at 845) 486-3601 or by emailing [email protected]
A Map, Plan and Report, which describes the project and costs in more detail is available by request from either the
DCWWA or the Clerk of the Legislature.

late there
