Property card: https://gis.dutchessny.gov/parcelaccess/property- card/?parcelgrid=13468900626000045353130000&parcelid=79410 History Per the 2011 Reconnaissance-Level Historic Resource Survey Update, the house presently situated at 11 Vassar Road was constructed in 1850 for Benjamin Everett.' Having purchased the land from Le Grand Dodge in 1846, I am unsure as to the exact reason the house was originally constructed I suspect that the house was not constructed for habitation. In 1850, Benjamin Everett is listed as having lived just south of his new property, indicating he was already well-situated prior to this new construction. I suspect its initial purpose was as an inn or similar such business, but I cannot provide sufficient information to support this claim. Regardless, the property was sold by Everett to James A. Seward on April 24, 1859.4 The property was sold again by Seward to John Roach in 1862, who sold it to Adrian M. Cornell five years later. Cornell then sold the house back to Roach in 1868. There are two areas of note in regard to these sales. First, is that Adrian Cornell also did not live on the property, further indicating its primary use as a business rather than residential.? Second, is the involvement of John Roach. John Roach owned several properties in the Poughkeepsie area throughout his life, but his primary business was naval construction. He was contracted by the presidential administration of Chester A. Arthur to construct the first four steel warships for the U.S. navy in the 1880s, an endeavor which bankrupted his company and apparently contributed to his death soon thereafter. After his death the property found its way into the hands of William H. Howell, who leased the property to Raymond J. Gibson and William E. Gibson. After remodeling the original house, the Gibson brothers would open the property on August 17, 1937 as the ' https://www.townofpoughkeepsie.com/DocumentCenter/View/163/Survey-Report-PDE, page 111 2 See attached photographs 1A & 1B 3 See attached photograph 2A 4 See attached photograph 3A, 3B, & 3C 5 See attached photographs 4A, 4B, 4C, & 4D 6 See attached photographs 5A & 5B 7 See attached photograph 6A 8 See attached photograph 7A & 7B Significance preservation. The property at 11 Vassar Road has, in my view, three outstanding qualities that merit its The house located on the property still possesses many of the interior and exterior features added in the late 1930's, and as such stands as a model of the Colonial Revival style. The original hardwood floors in particular remain intact and in excellent condition, thus acting as an excellent representation of early 20th century architecture. Additionally, 11 Vassar Road represents at a minimum the longest continuous property used as a restaurant in Red Oaks Mills. The property has definitively been used as several restaurants since 1937, most notable of which is the Gibson's Colonial Inn. The property was also likely used prior to then as some sort of business endeavor such as a stagecoach inn, given its positioning on one of the earliest paths into downtown Poughkeepsie, though this is speculative. Finally the property passed through the hands of one John Roach in the late 1800's. This is the same John Roach responsible for the construction of America's first steel warships. While he did not live on the property itself, his ownership of it represents an interesting bit of involvement in the larger context of the growing American hegemony of the late 19th century. .' : Gibson's Colonial Inn, a staple of the area for the next few decades? The inn would be sold to William P. Nejame on July 14, 1959, who maintained the inn until his retirement in 1977.!011 After his retirement, Gibson's Colonial Inn would close, becoming several different restaurants over the course of the late 1970's and 1980's. First it became the Country Bread Board, which became Agron's Restaurant in October 1981.'2 Agron's was run by a couple: Meani & Bukurjie Dika, who also acquired the property from either Howell or an interim owner.' By 1986 the property was sold by the couple to J. Crotone Properties Inc., who leased it to SCO-Pet Inc. as La Trattoria from 1986 to 1989. 14 It was then leased to John R. Davis, Timothy D. Murphy, and Merrick Egan, who reopened the property as the Hobnobbin' Pub in 1989.15 The pub would close in 2016, whereupon the property was purchased by Geraldon Realty Inc. under Bob Dooley, who reopened the property as The Gibson, in honor of the Gibson's Colonial Inn. 617 After a few years, he then rebranded the establishment as the Poughkeepsie Steakhouse, which is how the property remains to this day. 9 See attached photograph 8A 10 See attached photograph 9A & 9B 11 https://www.townofpoughkeepsie.com/DocumentCenter/View/163/Survey-Report-PDE, page 111 12 See attached photograph 10A & 10B 13 See DutchessCountyClerkRecordingPage_JCrotoneProperties to GeraldonRealtylnc.pdf 14 See Certificate of Assumed Name- La Trattoria.pdf 15 See Memorandum of Lease - Crotonelnc to Davis & Murphy.pdf 16 See DutchessCountyClerkRecordingPage_JCrotoneProperties to GeraldonRealtyInc.pdf 17 https://www.poughkeepsiejournal.com/story/entertainment/dining/greattastes/2016/12/27/gibsons-restaurant-open-ties- 80-year-past/95870038/ Attached Photographs 1A: Dutchess County Deeds 1846-1847, vol 83-84 - Le Grand Dodge to Benjamin Everitt - October 28, 1846, pl hack did 2 pa retention ein Gett in the 1B: Dutchess County Deeds 1846-1847, vol 83-84 - Le Grand Dodge to Benjamin Everitt - October 28, 1846, p2 lisa clin ally fact and eit but ma That i shaneg 1453/ Cahis in the 2A: Map of Dutchess County circa 1850 by John E. September 16, 2026 Ms. Rebecca Edwards Town Supervisor Poughkeepsie Town Hall 1 Overocker Road Poughkeepsie, New York 12603 Re: South Hills Multifamily Housing 237 Route 9D Poughkeepsie, NY Tax ID 134689-6158-01-290785-0000 Dear Supervisor Edwards: The Applicant, Rockabill Properties LLC, requests an appearance in front of the Town Board on at their September 23, 2026, meeting to discuss a proposed 198-unit affordable multifamily development project, which requires a rezoning from the Town Board. The 23.26-acre project site is currently split-zoned and located within the South Hills Center (SHC) and Residence, Single-Family 20,000 square feet (R-20) zoning districts, see enclosed figures. Multifamily development is not permitted in the SHC or R-20 districts, but is permitted in the Residence, Multifamily (R-M) district with site plan approval from the Planning Board. Therefore, the Applicant seeks zoning map amendment approval from the Town Board to rezone the west portion (15.46 acres) of the tax parcel from R-20 to R-M to permit multifamily development. The Applicant also seeks to apply the Anchor Project use designation to the SHC portion of the site (7.8-acres), in accordance with Town Zoning Code Section 210-51.1, to enable increased density of affordable units and development of an approximately 2,500 SF Day care facility. Note that the Applicant will not take the density incentive provided by the Town in the new affordable and workforce housing law.1 Furthermore, the Applicant is not seeking incentives under 210-76, where applicable. The site layout provides for a future connection to the South Hills Mall to the east, providing connectivity as discussed in the Comprehensive Plan. The project proposes the following mix of apartments and townhomes, as shown below: 1 If the rezoning was approved by the Town Board, the project would be eligible to receive an incentive density bonus of 20 units, assuming all conditions of the law are met. Consistent with the Town’s affordable and workforce housing policy, the project will provide a wide range of housing options, including below-market rent units for households whose total gross annual income is at or below 30%, 50%, 60% or 80% area median income (AMI) for the area. It is anticipated that the majority of units will supply housing for the middle-income bracket. For example, a medical technician employed at an area hospital earns between $43,000 to $70,000 per year, depending upon experience. With that salary, in this region, the medical technician would qualify for a 50% AMI unit. The 50% AMI one-bedroom apartment unit is anticipated to rent for approximately $1,200, not accounting for other factors that can potentially lower the end user rent. Note that the project is partially funded by NY State, which will determine the final AMI unit mix. The proposed project aligns with the Town’s desire to provide a wide range of housing options across incomes is important for promoting community stability, enabling residents to live closer to their places of employment, supporting intergenerational and family connections, and encouraging participation in community life and volunteer services. As you know, responsible budgeting requires us to protect our existing assets, including natural systems that serve as green infrastructure, which can help control public costs and ease the financial burden on residents. It also requires us to examine whether our policies reduce the tax burden and essential expenses carried by current residents, strengthen household finances, and leave people with more money in their pockets. A development described as "affordable housing" is on tonight's agenda. My comments are not directed toward that project. Its presence on the agenda does, however, make a broader Town conversation timely. The Town has taken an important step by adopting its Affordable and Workforce Housing law. We now have an opportunity to build upon that work. The word "affordable" carries considerable moral weight. It suggests fairness, opportunity, and security for working families, older residents, and people seeking a stable home. Once attached to a development, it can function as a moral endorsement before the complete costs and consequences have been examined. Cheap development and affordable housing are not the same. Construction can be inexpensive for a developer while the resulting housing remains costly for its occupants or creates substantial long term costs for the Town. Approval should follow, not precede, a complete evaluation of the demonstrated need and the social, economic, fiscal, infrastructure, and ecological consequences. Moving from slogan to policy requires us to answer three questions. First, what is the actual need? Building upon the Town's existing findings, we need continuing local data showing the scale of the need, whom it affects, what is causing it, the housing and price points required, current vacancy rates, and the number of approved units awaiting construction. We need to distinguish between a general housing shortage, a shortage at particular price points, and a wider household cost of living crisis. Affordability must include the people who already live here. New York's average annual real estate tax bill ranks second highest in the country. Many Town residents also pay separately for water, sewer, refuse collection, and other services while managing rising costs for food, utilities, transportation, insurance, childcare, and healthcare. Additional housing will not resolve these pressures if development creates infrastructure and service costs that are transferred to existing taxpayers. The affordability of remaining in Poughkeepsie matters as much as the affordability of moving here. Second, does our definition reflect the complete economics of the household? The Town's new law establishes standards for certain income restricted rental units. A broader framework would also consider total household costs, ownership, equity, and long term security. We should ask what residents will actually pay, what they will own, whether they can build equity, how long affordability will last, and what happens when ownership changes. Manufactured homes on privately leased land present separate concerns. A resident can purchase and maintain a structure that depreciates while continuing to pay ground rent and fees to the owner of the land beneath it. These arrangements require careful examination before they are presented as affordable homeownership. As the Town considers homeownership initiatives, public support should create a asting public benefit. Community land trusts deserve examination because the an provide secure tenure, allow residents to build equity, and preserv affordability for future households. Third, does the development add up for the Town as a whole? Every major proposal should include a long term fiscal assessment of its effects upon roads, sewer, water, drainage, emergency services, waste management, and other public responsibilities. Development can expand the tax base, but it can also increase municipal costs. We need to know what revenue a project will generate, what services and infrastructure it will require over time, and who will carry any difference. Our natural and community assets must also be included in this balance sheet. Farms, nurseries, woodlands, wetlands, meadows, and tree canopy provide stormwater absorption, cooling, water protection, habitat, food production, scenic value, and community identity. These natural systems are green infrastructure. Their loss creates real public costs that landscaping cannot replace. Our Comprehensive Plan provides a strong foundation by encouraging reinvestment in brownfields, greyfields, obsolete buildings, underused commercial sites, excess parking, and previously developed land. We should be careful about applying the word "infill" to farms, nurseries, meadows, or woodlands simply because development has grown around them. Their location does not erase their agricultural, ecological, scenic, or community value. I invite the Town Board to build upon the work already undertaken by the Citizens Committee on Housing Attordability, the Planning Board, and Town staff by bringing them together with the Conservation Advisory Commission, the Citizens Financial Advisory Committee, and residents to develop an Affordable Housing and Community Strengthening Framework. That framework would supplement the existing law with a continuing needs assessment, a complete household affordability standard, long term fiscal and infrastructure analysis, environmental considerations, and a clear priority for previously developed sites. As Chair of the CAC, I would welcome its early inclusion when proposals affect resources identified in the Town's Natural Resources Inventory and Open Space Plan. As a first step, I would welcome a joint working session to identify the information already available, what remains to be established, and a practical process for developing this framework. The guiding test is straightforward. Housing policy should make life more affordable and secure for its intended residents without making Poughkeepsie more expensive, less resilient, or less livable for everyone else. • I offer these comments in the spirit of collaboration and with a sincere invitation to work together. Thank you. Mary's passion, along with the entire The Lunt family's generosity and dedication to preserving open space, were critical to the creation and protection of Peach Hill Park. Had it not been for the Lunts' vision and willingness to act, the park would not have been created. Mary's work with Scenic Hudson was key in the purchase of Peach Hill as a Town of Poughkeepsie Park. The Lunts remain committed, and continue to guide and support the park today. James Challey - James Challey is a dedicated and active citizen whose contributions to Peach Hill Park and many other community organizations have improved the lives of people throughout the Town and City of Poughkeepsie. He has a deep appreciation and knowledge of the Park's history and is always ready to volunteer to work on a myriad of projects ranging from writing grants to weeding young apple trees. Tom Rinaldi - Tom Rinaldi has been a true caretaker of Peach Hill Park. He has dedicated countless hours to caring for the park, and the value of his time and commitment cannot be overstated. His day-to-day work helps make every visit to Peach Hill Park possible. He is the literal gate keeper of the park and the continual eyes and ears on all that occurs within the park boundaries. Annon and Jon Adams - Annon Adams was passionate about local history and historical preservation. Peach Hill represented a unique piece of agricultural history and she wished to retain the orchard and meadows as an important part of our Town's local heritage. Ann was always present at our tent at the Arlington Street Fair to let the public know about this true town treasure. Jon was a tireless volunteer who did much of the early chainsaw work and helped make the park navigable. Scott Ilker - Scott worked tirelessly in the park and was an invaluable resource, always at the ready being a close neighbor of the park. A talented mechanic, he kept all the equipment going to help maintain the park. He was able to use his truck to navigate the many hills and get much of the necessary work done in the early park development. Tom Meyering - Tom Meyering, the former Director of Town Of Poughkeepsie Parks and Recreation, was instrumental in opening Peach Hill to the public. He helped to design the trail system that still stands today. The trails at Peach Hill were the first passive recreational park in the Town of the Poughkeepsie. He also guided the scouts to accomplish many key projects in the G:Imllegal\r\2026\Sept\Sept 23\Peach Hill Park Day Resolution.docx park, such as our entry way trail, park benches and our kiosk. He also forged partnerships with schools to help save the model apple orchard. Roy Budnik - Roy has been an advocate for the preservation of the property and his geological expertise helped us understand the unique geology of the park. He identified Peach Hill as an esker, a glacial feature. He continually advocated for the many important wetlands surrounding the park. Roy also had reviewed the early subdivision development plans in the early 1990's when he taught geology at Bard College. His Bard graduate students, including Maribel Pregnall Mueller, studied the subdivision plans and advised the Town planning board that the Peach Hill parcel was not well suited for development. While we recognize these individuals for their extraordinary contributions, Peach Hill Park is also the product of the dedication of many Board members, past and present, as well as countless volunteers, donors, community partners, and supporters who have helped make the park the wonderful resource it is today. Some of these individuals include: Gail Ouimet, Karmen and Dick Buckey, Andrejs Pramnieks, Jenni Kennel, Meg Ronsheim, Christina DaCosta, Maribel Pregnall Mueller, Peter Jensen, Barbara Heiles, Bill and Joyce Fisher, Maureen and Mark Logan, Claudius Feger, Lisa Massarelli, Pete Juerss, and The Marist Fraternity Brothers from Theta Delta Chi.
